NATO-Russian Federation, Suicide bomber alert
Shocked by the attacks of September 11 2001, the major capitals fear new suicide bomber attacks. A threat that Russia, hit by two successive attacks in 2010 and 2011, knows well. On the strength of their anti-terrorist experience, for the past two years the NATO countries and Russia have been developing a new tool to prevent such terrorist attacks. Its code name: STANDEX. A programme launched during the NATO-Russia Council in 2010 and which aims to detect possible suicide bombers hidden in crowds.

NATO-Russia Council
The NATO-Russia Council (NRC) is a mechanism of consultation, cooperation, decision-making and joint action within the framework of which the various member states of NATO and Russia work together as equal partners on a whole range of common security issues. The NRC was officially set up on 28 May 2002 the date on which the Russian President Vladimir Putin and the members of NATO signed the Treaty of Rome at the Italian military base of Patricia di Mare; the NRC thus replaced the Permanent Joint Council (PJC).

SPS Programme
"Standoff Detection of Explosive Devices and Suicide Bombers in Mass Transport. A scientific programme within the context of the SPS programme, which for NATO and Russia consists of jointly developing an innovative tool with the following aim: to detect at a distance any carriers of explosives or potentially explosive objects in public places (metros, train stations, airportsÂ…).The tool is being developed jointly by French, German, Italian, Dutch and Russian laboratories and companies."
